CATTARAUGUS NY-GENESEE NY-WYOMING NY-CHAUTAUQUA NY-ERIE NY-
248 PM EST SUN NOV 23 2014

...THE FLOOD WARNING REMAINS IN EFFECT UNTIL 415 PM EST MONDAY FOR
ERIE...NORTHERN CHAUTAUQUA...WYOMING...SOUTHERN GENESEE AND
NORTHWESTERN CATTARAUGUS COUNTIES...

TEMPERATURES...NOW IN THE UPPER 40S...WILL CHANGE LITTLE OR SLOWLY
RISE INTO THE LOWER 50S OVERNIGHT...AND SOAR TO NEAR 60 DEGREES ON
MONDAY.

WHILE RAINFALL WILL GENERALLY BE A THIRD INCH OR LESS THROUGH
TONIGHT...SNOWMELT IS WELL UNDERWAY AND WILL CONTINUE THROUGH
MONDAY. THERE WILL ALSO BE A POTENTIAL FOR ICE JAM FLOODING. AN
ICE JAM AS FORMED ON THE CAZENOVIA CREEK NEAR THE SOUTHGATE
PLAZA...WHILE ANOTHER HAS FORMED IN BUFFALO CREEK UPSTREAM OF THE
BUFFALO RIVER. THESE JAMS WILL EXACERBATE THE FLOOD THREAT.

RESIDENTS NEAR CREEKS ARE URGED TO TAKE PRECAUTIONS TO PREPARE FOR
POSSIBLE FLOODING NOW...INCLUDING MOVING ITEMS FROM BASEMENTS.
RESIDENTS SHOULD BE PREPARED TO EVACUATE IF ICE JAMS FORCE WATER
OVER RIVER BANKS AS MOVING WATER IS A LIFE THREATENING SITUATION.

SINCE MANY STORM DRAINS ARE SNOW CLOGGED...MANY URBAN AREAS WILL
LIKELY EXPERIENCE FLOODING WITH SEVERAL FEET OF WATER POSSIBLY
ACCUMULATING ON SOME STRETCHES OF ROAD. RESIDENTIAL
BASEMENTS WILL START TO FLOOD DURING THIS TIME AS WELL.

IN ADDITION...VERY STRONG WINDS ARE EXPECTED TO DEVELOP MONDAY AND
MONDAY NIGHT. THESE WINDS COULD BRING DOWN SOME TREES AND POWER
LINES RESULTING IN SCATTERED POWER OUTAGES. THIS WILL CAUSE SUMP
PUMPS TO FAIL.

A FLOOD WARNING MEANS THAT FLOODING IS IMMINENT OR HAS BEEN REPORTED.
STREAM RISES WILL BE SLOW AND FLASH FLOODING IS NOT EXPECTED.
HOWEVER...ALL INTERESTED PARTIES SHOULD TAKE NECESSARY PRECAUTIONS
IMMEDIATELY.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

EXCESSIVE RUNOFF FROM HEAVY RAINFALL WILL CAUSE ELEVATED LEVELS ON
SMALL CREEKS AND STREAMS...AND PONDING OF WATER IN URBAN AREAS...
HIGHWAYS...STREETS AND UNDERPASSES AS WELL AS OTHER POOR DRAINAGE
AREAS AND LOW LYING SPOTS.

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS
SAFELY. MOVE TO HIGHER GROUND.

240 PM EST SUN NOV 23 2014

...HIGH WIND WARNING IN EFFECT FROM 1 PM MONDAY TO 4 AM EST
TUESDAY...

THE NATIONAL WEATHER SERVICE IN BUFFALO HAS ISSUED A HIGH WIND
WARNING...WHICH IS IN EFFECT FROM 1 PM MONDAY TO 4 AM EST
TUESDAY. THE HIGH WIND WATCH IS NO LONGER IN EFFECT.

* LOCATIONS...NIAGARA...ORLEANS...GENESEE...MONROE...WYOMING AND
NORTHERN ERIE COUNTIES.

* TIMING...EARLY MONDAY AFTERNOON THROUGH LATE MONDAY NIGHT.

* WINDS...SOUTHWEST 25 TO 35 MPH WITH GUSTS UP TO 60 MPH.

SATURATED GROUND WILL MAKE IT EASIER FOR SOME TREES TO COME
DOWN...ESPECIALLY SHALLOW ROOTED PINES. THESE WINDS WILL ALSO
MAKE DIFFICULT TRAVEL FOR HIGH PROFILE VEHICLES. IN ADDITION...
HOLIDAY DECORATIONS COULD BE DAMAGED AND OTHER LOOSE OUTDOOR
ITEMS SUCH AS TRASH CANS COULD BE BLOWN AWAY.

POWER OUTAGES COULD ALSO EXACERBATE FLOODING CONCERNS FOR THOSE
WITH FLOODED BASEMENTS AS SUMP PUMPS WOULD NOT WORK WITHOUT AN
EMERGENCY...GENERATOR POWER SUPPLY.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A HIGH WIND WARNING IS ISSUED WHEN SUSTAINED WINDS OF 40 MPH ARE
EXPECTED FOR AT LEAST AN HOUR...WITH GUSTS OF 58 MPH OR GREATER
AT ANY TIME. DAMAGE TO TREES...POWER LINES...AND PROPERTY ARE
POSSIBLE WITH WIND OF THIS MAGNITUDE. IF YOU HAVE A HIGH PROFILE
VEHICLES BE EXTRA CAREFUL UNTIL THE WIND SUBSIDES. STAY TUNED TO
