SITUATION OVERVIEW
------------------

TROPICAL STORM HERMINE CONTINUES TO STRENGTHEN ACROSS THE SOUTHERN
GULF OF MEXICO. HERMINE IS EXPECTED TO CONTINUE MOVING NORTHWARD
TOWARD THE FLORIDA GULF COAST WITH TROPICAL STORM CONDITIONS
APPROACHING THE COAST BY THURSDAY AFTERNOON. THERE IS SOME POTENTIAL
FOR THE SYSTEM TO STRENGTHEN TO A HURRICANE BEFORE MAKING LANDFALL
EARLY FRIDAY MORNING. TROPICAL STORM WARNINGS ARE NOW IN EFFECT FROM
DESTIN EASTWARD THROUGH THE SUWANNEE RIVER. WITH THE STORM POSSIBLY
STRENGTHENING TO A HURRICANE, A HURRICANE WATCH IS NOW IN EFFECT FOR
OUR ENTIRE COASTLINE AND A FEW INLAND COUNTIES IN THE FLORIDA BIG
BEND.

AT THIS TIME BASED ON THE LATEST FORECASTS, AREAS IN NORTH FLORIDA
SHOULD PREPARE FOR THE POTENTIAL OF NEAR HURRICANE FORCE WINDS LATE
THURSDAY EVENING AND EARLY FRIDAY MORNING. THERE IS ALSO A
SIGNIFICANT THREAT FOR FLOODING WITH SOME LOCATIONS RECEIVING AS
MUCH AS 15 TO 20 INCHES OF RAIN THROUGH FRIDAY AFTERNOON. THIS IS
CAPABLE OF PRODUCING LIFE THREATENING FLASH FLOODING ACROSS THE
AREA.

ALONG THE COAST, DANGEROUS STORM SURGE FLOODING IS EXPECTED WITH STORM
SURGE VALUES OF 4 TO 6 FEET ABOVE GROUND IN APALACHEE BAY.

POTENTIAL IMPACTS
-----------------

* WIND:
PROTECT AGAINST DANGEROUS WIND HAVING POSSIBLE SIGNIFICANT IMPACTS
ACROSS THE FLORIDA PANHANDLE AND FLORIDA BIG BEND. POTENTIAL IMPACTS
IN THIS AREA INCLUDE:
- MODERATE DAMAGE TO FRAME BUILT HOMES, PRIMARILY DUE TO THE LOSS
OF ROOFING AND SIDING MATERIALS, ALONG WITH DAMAGE TO PORCHES,
AWNINGS, CARPORTS, AND SHEDS. SOME WINDOWS AND GARAGE DOORS MAY
FAIL. MOBILE HOMES DAMAGED, SOME SIGNIFICANTLY IF UNANCHORED.
UNSECURED LIGHTWEIGHT OBJECTS BECOME PROJECTILES.
- SEVERAL LARGE TREES UPROOTED; SOME SNAPPED. SOME LARGE ROADWAY
SIGNS BLOWN OVER.
- A FEW PRIMARY AND SOME SECONDARY ROADS ARE IMPASSIBLE DUE TO
DEBRIS.
- SCATTERED POWER AND COMMUNICATION OUTAGES; SOME LOCALLY
SIGNIFICANT, LASTING FOR DAYS.

* FLOODING RAIN:
PROTECT AGAINST LIFE-THREATENING RAINFALL FLOODING HAVING POSSIBLE
EXTENSIVE IMPACTS ACROSS NORTH FLORIDA AND SOUTH GEORGIA.
POTENTIAL IMPACTS INCLUDE:
- MAJOR FLOODING FROM RAINFALL WILL PROMPT EVACUATIONS IN FLOOD
PRONE AREAS. THOSE NOT HEEDING EVACUATIONS IN THESE LOCATIONS
FACE SERIOUS INJURY OR DEATH.
- RIVERS AND ASSOCIATED TRIBUTARY CREEKS AND STREAM WILL RISE AND
OVERFLOW INTO THE FLOOD PLAIN. RUNOFF WILL PUT STRESS ON AREA
HOLDING PONDS AND DRAINAGE DITCHES, INCREASING THE LIKELIHOOD
OF WIDESPREAD URBAN FLOODING.
- FLOOD WATERS WILL IMPACT STRUCTURES IN LOW LYING AREAS, AS WELL
AS THOSE IN THE FLOOD PLAIN, POSSIBLY ENTERING BUILDINGS. URBAN
FLOODING WILL RESULT IN SEVERAL ROAD CLOSURES AND SOME
WASHOUTS. A FEW OVERPASSES MAY BE WEAKENED BY FAST MOVING FLOOD
WATERS. DRIVING CONDITIONS ARE VERY DANGEROUS.

* TORNADOES:
PROTECT AGAINST A TORNADO EVENT HAVING POSSIBLE LIMITED IMPACTS
ACROSS NORTH FLORIDA.
POTENTIAL IMPACTS INCLUDE:
- ISOLATED TORNADOES ARE EXPECTED, RESULTING IN A NOTABLE IMPACT
TO AFFECTED COMMUNITIES.
- ISOLATED AREAS AFFECTED BY TORNADOES WILL EXPERIENCE MINOR
DAMAGE, INCLUDING SOME DAMAGE TO STRUCTURES AND SPORADIC POWER
AND COMMUNICATION OUTAGES.
- A FEW STRUCTURES WILL BE DAMAGED BY TORNADOES, MAINLY WITH LOSS
OF SHINGLES OR SIDING. SOME MOBILE HOMES WILL BE SIGNIFICANTLY
DAMAGED, ESPECIALLY THOSE UNANCHORED. LARGE TREES WILL BE
SNAPPED OR UPROOTED.

PRECAUTIONARY/PREPAREDNESS ACTIONS
----------------------------------

* EVACUATIONS:
EMERGENCY MANAGEMENT OFFICIALS HAVE ISSUED A MANDATORY EVACUATION FOR
THE FOLLOWING AREAS...

IN WAKULLA COUNTY...LOCATIONS IN ZONE A.

IN DIXIE COUNTY...ALL COASTAL AREAS EFFECTIVE AT 8 AM THURSDAY.

IN FRANKLIN COUNTY...FOR RESIDENTS OF ST GEORGE ISLAND.

FOR THOSE UNDER EVACUATION ORDERS, LEAVE AS SOON AS PRACTICAL
WITH A DESTINATION IN MIND. GAS UP YOUR VEHICLE WELL AHEAD OF
TIME. BE SURE THAT YOU TAKE ALL ESSENTIAL MATERIALS FROM YOUR
EMERGENCY SUPPLIES KIT. LET OTHERS KNOW WHERE YOU ARE GOING
AND WHEN YOU INTEND TO ARRIVE.

IF YOU ARE EXCEPTIONALLY VULNERABLE TO WIND OR WATER HAZARDS FROM
TROPICAL SYSTEMS, CONSIDER VOLUNTARY EVACUATION, ESPECIALLY IF
BEING OFFICIALLY RECOMMENDED. RELOCATE TO A PREDETERMINED SHELTER
OR SAFE DESTINATION.

NOW IS THE TIME TO BRING TO COMPLETION ALL PREPARATIONS TO PROTECT
LIFE AND PROPERTY IN ACCORDANCE WITH YOUR EMERGENCY PLAN.

OUTSIDE PREPARATIONS SHOULD BE WRAPPED UP AS SOON AS POSSIBLE BEFORE
WEATHER CONDITIONS COMPLETELY DETERIORATE. ANY REMAINING EVACUATIONS
AND RELOCATIONS SHOULD BE EXPEDITED BEFORE THE ONSET OF TROPICAL
STORM FORCE WIND.

KEEP CELL PHONES WELL CHARGED AND HANDY. ALSO, CELL PHONE CHARGERS
FOR AUTOMOBILES CAN BE HELPFUL AFTER THE STORM. LOCATE YOUR CHARGERS
AND KEEP THEM WITH YOUR CELL PHONE.

CLOSELY MONITOR NOAA WEATHER RADIO OR OTHER LOCAL NEWS OUTLETS FOR
OFFICIAL STORM INFORMATION. BE READY TO ADAPT TO POSSIBLE CHANGES TO
THE FORECAST.

NEXT UPDATE
