* THROUGH TUESDAY MORNING 7 AM CDT

* SHOWERS AND THUNDERSTORMS WILL INCREASE IN COVERAGE AND
INTENSITY THROUGH TONIGHT OVER MOST OF THE FOUR STATE REGION
AHEAD OF A STRONG UPPER LEVEL TOUGH OF LOW PRESSURE MOVING
ACROSS TEXAS AND OKLAHOMA. LOCALLY HEAVY RAINFALL WILL OCCUR
WITH THE STORMS WITH A DEEP AND RICH SUPPLY OF UNSTABLE AIR
FRESH OFF THE GULF OF MEXICO. ADDITIONAL RAINFALL AMOUNTS OF ONE
TO THREE INCHES EXPECTED...WITH ISOLATED HIGHER AMOUNTS TO NEAR
FIVE INCHES. THE SOILS HAVE BEEN NEAR SATURATION WITH RECENT
RAINFALL...AND LOCALLY HEAVY RAINFALL WILL QUICKLY RUNOFF
RESULTING IN FLASH FLOODING AND FLOODING OF DRAINAGE SYSTEMS.

* LOW LYING AND POOR DRAINAGE AREAS...ESPECIALLY IN THE VICINITY
OF RAPIDLY RISING CREEKS AND VERY HEAVY RAINFALL...WILL BE MOST
PRONE TO FLASH FLOODING.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.
DO NOT CROSS MOVING WATER ON ROADWAYS...BRIDGES...AND AT LOW
WATER CROSSINGS. ROAD SURFACES AND CULVERTS CAN BE WASHED OUT.

TURN AROUND...DONT DROWN WHEN ENCOUNTERING FLOODED ROADS. MOST
FLOOD DEATHS OCCUR IN VEHICLES ATTEMPTING TO CROSS IN HIGH WATER.

the Little River Near Idabel.
* from Monday afternoon to late Thursday night...or until the warning
is cancelled.
* At 9:30 PM Sunday The stage was 25.1 feet.
* Moderate flooding is forecast.
* Flood stage is 30.0 feet.
* Forecast...Rise above flood stage by tomorrow afternoon and
continue to rise to near 33.6 feet by Wednesday afternoon.
The river will fall below flood stage by Thursday morning.
* Impact...at 32.0 feet...Minor to moderate flooding with hundreds of
acres of lowland inundated. Farmers and ranchers must move cattle
and farm machinery to higher ground until the high water ends.

* At 800 AM Monday the stage was 18.9 feet.
* Minor flooding is forecast.
* Flood stage is 27 feet.
* Forecast...The river is expected to rise to near flood stage
Saturday morning.
* Impact...at 27.0 feet...Slight overflow begins in the area between
the levees at Fulton but this flooding is considered minor at this
point.

is canceled.
* At 800 AM Monday the stage was 17.7 feet.
* Moderate flooding is forecast.
* Flood stage is 25 feet.
* Forecast...Rise above flood stage by late Wednesday morning and
continue to rise to near 27.0 feet by Friday morning.
* Impact...at 27.0 feet...General inundation of farm and grazing
lowlands will occur. Ranchers should have completed evacuation of
cattle and equipment to higher ground. Expect completely flooded
conditions between levee systems.

The flood warning continues for
the Red River Near Dekalb, Texas near Pecan Point.
* until further notice...or until the warning is cancelled.
* At 800 PM Monday the stage was 31.7 feet.
* Major flooding is occurring and major flooding is forecast.
* Flood stage is 24 feet.
* Forecast...The river will continue rising to near 34.1 feet by
early Thursday morning then begin falling.
* Impact...at 33.0 feet...The approaches to the U.S. highway 259
bridge inundate. Tens of thousands of acres will flood severely.
Complete evacuation of livestock is encouraged. The U.S. highway
259 bridge will very likely be closed. In addition, Texas highway
37, that runs from Clarksville, Texas to Wright, Oklahoma, and
Texas highway 8, that runs from New Boston, Texas to Critton Ridge,
Arkansas, will likely be closed.
* This crest will compare to that of May 6 of 1990 when the river
crested at 34.42 feet.

the Little River Near Idabel, Oklahoma.
* from late tonight to Friday morning...or until the warning is
cancelled.
* At 830 PM Monday the stage was 29.2 feet.
* Moderate flooding is forecast.
* Flood stage is 30 feet.
* Forecast...Rise above flood stage by late this Tuesday evening
and continue to rise to near 33.5 feet by Wednesday morning.
The river will fall below flood stage by Thursday afternoon.
* Impact...at 34.0 feet...Farmers and ranchers should have
preparations completed for a major flood with all cattle and farm
machinery evacuated. Thousands of acres of lowland in the Little
River flood plain will be flooded and several secondary roads and
bridges will be cut off.

the Little River At Horatio, Arkansas.

* At 900 PM Monday the stage was 26.8 feet.
* Major flooding is forecast.
* Flood stage is 27 feet.
* Forecast...Rise above flood stage by 10 pm this Tuesday evening and
continue to rise to near 31.4 feet by Thursday early afternoon.
* Impact...at 30 feet...Ranchers should evacuate cattle and farm
machinery to higher ground and have preparations completed for a
major flood. Expect considerable lowland flooding of several
hundred acres of grazing and farming land. Expect major backwater
flooding of small tributaries at their confluence with the Little
River such as the Cossatot and the Rolling Fork.
