* FLOOD WARNING FOR...
RAIN AND SNOW MELT IN...
TAZEWELL COUNTY IN SOUTHWESTERN VIRGINIA...
SUMMERS COUNTY IN SOUTHEASTERN WEST VIRGINIA...
GREENBRIER COUNTY IN SOUTHEASTERN WEST VIRGINIA...
MERCER COUNTY IN SOUTHEASTERN WEST VIRGINIA...
MONROE COUNTY IN SOUTHEASTERN WEST VIRGINIA...

* UNTIL 545 PM EST THURSDAY

* AT 600 AM EST...STREAM GAGES IN THE WARNED AREA CONTINUE TO
INDICATE VERY HIGH WATER LEVELS. WIDESPREAD FLOODING CONTINUES TO
BE REPORTED ON NUMEROUS STREAMS AND CREEKS MAINLY IN TAZEWELL AND
MERCER COUNTIES BUT ALSO IN PARTS OF THE GREENBRIER VALLEY.

RAINFALL ACROSS THE AREA WEDNESDAY RANGED FROM ONE /1.00/ TO ONE AND
A HALF /1.50/ INCHES. THIS RAINFALL...COMBINED WITH EXISTING
SNOWMELT...TO PRODUCE WIDESPREAD FLOODING. AN ADDITIONAL HALF-INCH
/0.50/ OF RAIN IS POSSIBLE BETWEEN NOW AND NOON...WHICH COULD
PRODUCE ADDITIONAL RISES ON RIVERS AND STREAMS. TEMPERATURES AFTER
THIS MORNING ARE EXPECTED TO FALL BELOW FREEZING...CHANGING THE RAIN
TO FROZEN PRECIPITATION...AND REDUCING ANY ADDITIONAL RUNOFF DURING
THE REMAINDER OF THE DAY. UNTIL THIS TAKES PLACE...FLOODING WILL
CONTINUE.

THERE ARE NUMEROUS SMALL STREAMS AND CREEKS THAT ARE EITHER IN
FLOOD...OR EXPERIENCING HIGH WATER LEVELS. HERE ARE SOME OF THE
LARGER ONES...

ON THE CLINCH RIVER IN TAZEWELL COUNTY...MINOR FLOODING IS OCCURRING
NEAR THE RIVER GAGE IN RICHLANDS. THE RIVER APPEARS THAT IT HAS
CRESTED...AT AROUND 12.3 FEET. BETWEEN 800 PM YESTERDAY EVENING AND
600 AM THIS MORNING THE RIVER LEVEL HAS REMAINED AT AROUND 12 FEET.
FLOOD STAGE IS 10 FEET. RAIN CONTINUES TO FALL IN THIS AREA...SO THE
RIVER COULD BRIEFLY RISE AGAIN THIS MORNING...POSSIBLY ABOVE THE
CREST FROM LAST NIGHT.

ON THE BLUESTONE RIVER IN MERCER COUNTY...THE RIVER IS RUNNING
EXTREMELY HIGH...WITH MODERATE FLOODING OCCURRING BETWEEN
SPANISHBURG AND PIPESTEM. AT 600 AM THE RIVER LEVEL AT SPANISHBURG
WAS 17.0 FEET. FLOOD STAGE IS 12 FEET. MODERATE FLOOD STAGE IS 15
FEET. MAJOR FLOOD STAGE IS 18 FEET. THE RIVER LEVEL MAY RISE
ANOTHER FOOT THIS MORNING. THE RIVER IS STILL RISING DOWNSTREAM
TOWARD PIPESTEM. UNTIL THE RIVER RECEDES LATER TODAY...EXTENSIVE
LOWLAND FLOODING WILL CONTINUE ALONG MUCH OF THE RIVER AND
SIGNIFICANT PORTIONS OF ROUTE 19 WILL LIKELY REMAIN CLOSED NEAR
SPANISHBURG.

INDIAN CREEK NEAR RED SULPHUR SPRINGS IN MONROE COUNTY IS ALSO IN
MODERATE FLOOD. AT 600 AM...THE STREAM LEVEL WAS AROUND 11.0 FEET
WHICH IS THE THRESHOLD BETWEEN MINOR AND MODERATE FLOODING. FLOOD
STAGE IS 8 FEET. LOWLAND FLOODING IS LIKELY AND SOME ROADS MAY BE
AFFECTED INCLUDING COUNTY ROAD 23.

IN ADDITION TO THE FLOOD THREAT...WATCH OUT FOR MUDSLIDES. THE
GROUND IS SO MOIST THAT ROCKS...MUD AND DEBRIS MAY FALL FROM
HILLSIDES RESULTING IN BLOCKED ROADS.


PRECAUTIONARY/PREPAREDNESS ACTIONS...

DO NOT DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE
ROADWAY. THE WATER DEPTH MAY BE TOO GREAT TO ALLOW YOUR CAR TO CROSS
SAFELY. MOVE TO HIGHER GROUND.

* TIMING...RAIN WILL CHANGE TO SLEET AND FREEZING RAIN BETWEEN 4AM
AND 11AM. SLEET AND FREEZING RAIN WILL CHANGE TO SNOW BETWEEN
8AM AND 1PM.

* IMPACTS...SNOW...SLEET AND ICE WILL RESULT IN HAZARDOUS TRAVEL
CONDITIONS.
