The National Weather Service in El Paso has issued a High Wind
Warning, which is in effect Tuesday from 10 AM to 8 PM MST. This
replaces the High Wind Watch previously in effect. A Blowing Dust
Advisory has also been issued, also from 10 AM to 8 PM MST
Tuesday.

* WINDS AND TIMING...West-Southwest winds 25 to 35 mph with
gusts to 45 mph will develop by late in the morning. Winds
will increase 35 to 45 mph with gusts 55 to 65 mph by early
afternoon. Highest gusts in mountain passes and downslope
areas to the east of mountains. Winds will diminish after
sunset.

* VISIBILITY...Generally 1 to 3 miles with a few locations down
to one quarter mile during peak gusts. Lower visibilities
generally south and east of El Paso.

* IMPACTS...Strong winds will result in hazardous driving
conditions, especially on north-south oriented highways.
Blowing dust will reduce visibility to dangerous levels,
especially downwind of empty lots and fields. Some damage
possible to weak structures, signs, and trees.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A High Wind Warning means sustained wind speeds of at least
40 mph or gusts of 58 mph or more are expected, which can
lead to property damage.

A Blowing Dust Advisory means that blowing dust will restrict
visibilities. Travelers are urged to use caution.

The National Weather Service in El Paso has issued a Red Flag
Warning, which is in effect from 11 AM to 8 PM MST Tuesday.

* AFFECTED AREA...Fire weather zone 112. Fire weather zone
055. Fire weather zone 056.

* WIND...25 TO 40 MPH with gusts to 60 mph.

* HUMIDITY...9 to 15 percent.

* HIGHEST THREAT...is located over Hudspeth and far southeast
Otero counties. Humidities to the west will gradually get higher
but with the strong winds will still create hazardous fire
weather conditions.

* IMPACTS...any fires that develop will likely spread rapidly.
Outdoor burning is not recommended.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Red Flag Warning means that critical fire weather conditions
are either occurring now, or will shortly. A combination of
strong winds, low relative humidity, and warm temperatures can
contribute to extreme fire behavior.
