* EAST METRO AND IN THE WEST HILLS: EAST WINDS 30 TO 40 MPH WITH
GUSTS TO 55 MPH.

* ELSEWHERE IN THE METRO AREA: EAST WINDS 20 TO 25 MPH WITH
GUSTS 35 TO 45 MPH.

* TIMING: TONIGHT CONTINUING THROUGH THURSDAY. STRONGEST WINDS
LIKELY TO BE THURSDAY MORNING.

* WIND CHILL: MAINLY IN THE TEENS AND 20S.

* IMPACTS: THE STRONGEST EAST WIND EVENT SO FAR THIS SEASON...
COMBINED WITH EXPECTED SNOW AND ICE THURSDAY...WILL LIKELY
CAUSE SOME TREE DAMAGE AND POWER OUTAGES. THE WINDS MAY MAKE
TRAVEL DIFFICULT AT TIMES...PARTICULARLY ON NORTH-SOUTH
BRIDGES SUCH AS THE INTERSTATE BRIDGE ALONG INTERSTATE 5 AND
THE GLENN JACKSON BRIDGE ALONG INTERSTATE 205.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WIND ADVISORY IS ISSUED WHEN SUSTAINED WINDS ARE FORECAST TO BE
31 TO 39 MPH OR GUSTS WILL RANGE BETWEEN 45 AND 57 MPH. WINDS OF
THESE MAGNITUDES MAY CAUSE MINOR PROPERTY DAMAGE WITHOUT EXTRA
PRECAUTIONS. MOTORISTS IN HIGH PROFILE VEHICLES SHOULD USE
CAUTION UNTIL THE WINDS SUBSIDE.

A WINTER STORM WARNING FOR SNOW...BLOWING SNOW...AND ICE REMAINS
IN EFFECT FROM 8 AM THURSDAY TO MIDNIGHT PST THURSDAY NIGHT.

* TIMING...SNOW WILL BEGIN MID TO LATE MORNING ON THURSDAY...
CONTINUE THROUGH MUCH OF THE DAY THURSDAY IN THE INLAND AREAS
BUT START TO CHANGE TO FREEZING RAIN IN THE COASTAL MOUNTAINS IN
THE AFTERNOON AND IN THE INLAND AREAS AROUND 4 PM. FREEZING RAIN
WILL THEN CONTINUE INLAND UNTIL MIDNIGHT...ESPECIALLY NEAR THE
GORGE.

* SNOW ACCUMULATIONS...GENERALLY 2 TO 4 INCHES. HOWEVER...AREAS
NEAR THE GORGE...THE COAST RANGE...AND WESTERN TUALATIN VALLEY
COULD STAY SNOW LONG ENOUGH FOR ACCUMULATIONS TO REACH 4 TO 7
INCHES.

* ICE ACCUMULATIONS...ONE TENTH TO ONE QUARTER INCH...HEAVIEST
NEAR THE GORGE.

* WIND...STRONG EAST WINDS LOCALLY GUSTING 40 TO 50 MPH ACROSS
THE EASTERN PORTLAND AND VANCOUVER METRO AREA WILL LEAD TO
AREAS OF BLOWING SNOW...AS WELL AS COLD WIND CHILLS.

* IMPACTS...TRAVEL WILL BE DIFFICULT...ESPECIALLY FROM LATE
THURSDAY MORNING THROUGH THURSDAY EVENING. SOME POWER OUTAGES
ARE LIKELY ACROSS THE AREA DUE TO THE SNOW AND ICE ACCUMULATION
COMBINED WITH THE WIND.
