Flood Watch

The National Weather Service in Binghamton has issued a

* Flood Watch for portions of central New York and northeast
Pennsylvania, including the following areas, in central New
York, Broome, Chenango, Cortland, Delaware, Otsego, and Tioga.
In northeast Pennsylvania, Bradford, Luzerne, Susquehanna, and

* From Friday morning through Sunday morning

* Snow will continue to melt out of the headwater streams of the
Susquehanna basin through Saturday. This, along with an
additional 1 to 1.5 inches of rain through Friday night will
cause renewed rises and possible minor flooding along the
Tioughnioga, Chenango and Susquehanna rivers.

Smaller streams, creeks, roadside ditches and urban areas may
also experience flooding.

The West and East Branches of the Delaware above the reservoirs
should also be monitored closely.

* Potential flood, or near-flood, crests are expected starting
late Friday night in Central New York, and from Saturday into
Sunday for the Susquehanna in Northeast Pennsylvania.


A Flood Watch means there is a potential for flooding based on
current forecasts. Flooding at this time is not certain.

You should monitor later forecasts and be alert for possible
Flood Warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.


Winter Weather Advisory
Northern Oneida-Madison-Southern Oneida-Chenango-Otsego-Delaware-

Norwich, Oneonta, Delhi, Walton, Monticello, Damascus, Equinunk,
Scranton, Milford, and Honesdale

The National Weather Service in Binghamton has issued a Winter
Weather Advisory for snow, sleet and freezing rain, which is in
effect from 4 AM Friday to 8 AM EDT Saturday.

* LOCATIONS...Mainly higher elevations of Oneida, western
Madison, western Chenango, Otsego, Delaware and Sullivan
Counties in central New York, and Wayne, Lackawanna and Pike
Counties in northeast Pennsylvania.

* HAZARD TYPES...Snow, sleet and freezing rain.

* ACCUMULATIONS...Snow accumulation of 1 to 4 inches in the higher
elevations of Oneida, eastern Madison, eastern Chenango, Otsego
and Delaware Counties. Ice accumulations of a trace to a quarter
of an inch anywhere within the Advisory area.

* TIMING...Snow, sleet and freezing rain will develop early Friday
morning and change to mainly freezing rain later in the morning
before mixing with or changing to rain in the valley locations
in the afternoon. Precipitation will change back to a sleet
freezing rain mix Friday evening and mix with snow by Saturday
morning. The heaviest snow and sleet is expected early Friday
morning and Saturday morning. The heaviest ice is expected late
Friday morning and Friday evening.

* IMPACTS...Snow and ice accumulations will create hazardous
driving conditions.

* WINDS...East 5 to 15 mph with gusts up to 25 mph.

* TEMPERATURES...In the lower 30s.


A Winter Weather Advisory means that periods of snow, sleet, or
freezing rain will cause travel difficulties. Be prepared for
slippery roads and limited visibilities, and use caution while
