* Scattered thunderstorms through this evening could produce
locally heavy rainfall. Additional rainfall amounts of around
one inch with locally higher amounts on top of the already
saturated grounds and ongoing flooding could produce localized
flash flooding.

* Heavy rainfall will result in flooding of low lying or poor
drainage areas...and dangerous flash flooding on smaller creeks
and streams. Moderate to major flooding is either occurring or
forecast on larger streams and rivers.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch is advanced notice that conditions are
favorable that may lead to flash flooding. People in the Watch
area, especially in flood prone areas, should use this time to
make preparations just in case. Stay informed, and be ready for
quick action if flooding is observed or if a Flash Flood Warning
is issued.

The Mississippi River at Louisiana* At 11:00 AM Sunday the stage was 18.1 feet.
* Flood stage is 15.0 feet.
* Minor flooding is occurring and is forecast to continue.
* The river is forecast to crest near 19.7 feet by tomorrow evening.
* Impact: At 20.2 feet...Maryland Street at 4th Street and Illinois
Street between Main and Highway 79 begin flooding.
* Impact: At 20.0 feet...Highway 79 starts flooding at Delaware
Street and Alabama Street.
* Impact: At 17.0 feet...The parking area at the boat house floods.
* Impact: At 15.0 feet...Damage begins in unprotected areas.

The Flood Warning continues for
The Mississippi River at Clarksville LD24.* At 11:00 AM Sunday the stage was 28.8 feet.
* Flood stage is 25.0 feet.
* Minor flooding is occurring and is forecast to continue.
* The river is forecast to crest near 30.5 feet by early Tuesday
morning.
* Impact: At 31.0 feet...The Clarksville Boat Club, south of Lock &
Dam 24, begins to flood. First Street begins flooding. A
sand-filled barrier at the bottom of Howard Street is considered.
In Hamburg, Illinois, Water Street floods.
* Impact: At 30.8 feet...Near this height, Highway 79 is closed from
Route N to about a mile northwest of that intersection.
* Impact: At 30.0 feet...East bank (Illinois side) begins to flood.
* Impact: At 29.0 feet...Water enters the parking lot entrance at the
Clarksville Riverfront Park.
* Impact: At 27.2 feet...Silo Park just northwest of Clarksville off
Highway 79 begins flooding.
* Impact: At 25.5 feet...State Route P east of Elsberry begins
flooding just east of the levee.
* Impact: At 25.3 feet...The road to Port Marmac, about 15 homes just
south of Clarksville, begins flooding.

At 455 PM CDT, Law enforcement and the Department of Transporation
continued to report flooding across the area. This flooding is the
result of runoff from 3 to 5 inches of rainfall that has fallen
since late Friday. Flooding will continue on area creeks, streams,
poor drainage areas, and roads which are often subject to minor
flooding. Showers and thunderstorms this evening could produce up to
another 1 inch of rainfall, which would aggravate existing
conditions.

Some locations that will experience flooding include...
Hannibal, Troy, Warrenton, Bowling Green, Pittsfield, Vandalia,
Palmyra, Louisiana, Wright City, Montgomery City, Monroe City,
Hermann, Elsberry, Wellsville, Warren, Moscow Mills, Winfield, Barry,
Griggsville and Davis.

This also includes Deutschheim Historic Site, Cuivre River State
Park, and Graham Cave State Park.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate route.
