* FLASH FLOOD WATCH FOR SOUTHEAST OKLAHOMA...NORTHEAST
TEXAS...SOUTHWEST ARKANSAS AND EXTREME NORTHWEST
LOUISIANA..INCLUDING THE FOLLOWING COUNTIES AND PARISHES...IN
SOUTHEAST OKLAHOMA...MCCURTAIN. IN SOUTHWEST
ARKANSAS...HEMPSTEAD...HOWARD...LAFAYETTE...LITTLE
RIVER...MILLER...NEVADA AND SEVIER. IN NORTHWEST
LOUISIANA...BOSSIER AND CADDO. IN NORTHEAST
TEXAS...BOWIE...CAMP...CASS...CHEROKEE...FRANKLIN...GREGG...HARRISON...

* REMAINS IN EFFECT TODAY...TONIGHT AND THROUGH EARLY SATURDAY
EVENING.

* SHOWERS AND THUNDERSTORMS WILL INCREASE IN COVERAGE AND
INTENSITY THROUGH TODAY AND TOMORROW AS AN UPPER LEVEL TOUGH AND
A COLD FRONT EDGE SLOWLY EASTWARD. LOCALLY HEAVY RAINFALL
AMOUNTS OF ONE TO THREE INCHES ARE EXPECTED...WITH ISOLATED
HIGHER AMOUNTS TO NEAR FOUR INCHES. THE SOIL REMAINS SATURATED
AND THIS NEW RAINFALL WILL QUICKLY RUNOFF INTO OUR ALREADY
SWOLLEN LOCAL AND AREA WIDE DRAINAGE SYSTEMS.


* LOW LYING AND POOR DRAINAGE AREAS...ESPECIALLY IN THE VICINITY
OF RAPIDLY RISING BAYOUS...CREEKS AND STREAMS...DUE TO POTENTIALLY
VERY HEAVY RAINFALL...WILL BE MOST PRONE TO FLASH FLOODING.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A FLASH FLOOD WATCH MEANS THAT CONDITIONS MAY DEVELOP THAT LEAD
TO FLASH FLOODING. FLASH FLOODING IS A VERY DANGEROUS SITUATION.

YOU SHOULD MONITOR LATER FORECASTS AND BE PREPARED TO TAKE ACTION

the Red River At Fulton, Arkansas.
* from late Thursday night until further notice...or until the
warning is cancelled.
* At 700 AM Wednesday the stage was 20.8 feet.
* Moderate flooding is forecast.
* Flood stage is 27 feet.
* Forecast...Rise above flood stage by Friday morning and continue to
rise to near 32.0 feet by June 3.
* Impact...at 32.0 feet...Farmers and ranchers highly advised to
evacuate cattle and machinery to higher ground in the Little River
valley below Millwood lake to the confluence of the Little and Red
rivers. Also expect considerable flooding between and near levee
systems.

* At 800 AM Thursday the stage was 30.8 feet.
* Major flooding is occurring and major flooding is forecast.
* Flood stage is 27 feet.
* Forecast...The river will continue to fall to below flood stage by
Saturday evening.
* Impact...at 30.0 feet...Lowland flooding will slowly diminish and
end through this Thursday.

the Red River At Fulton, Arkansas.
* from Saturday afternoon until further notice...or until the warning
is cancelled.
* At 800 AM Friday the stage was 24.3 feet.
* Major flooding is forecast.
* Flood stage is 27 feet.
* Forecast...Rise above flood stage by Saturday early afternoon and
continue to rise to near 33.0 feet by next Thursday morning.
* Impact...Expect extensive flooding between and near levee systems.
Move livestock and equipment to higher ground. Expect extensive
backwater flooding up the lower Little River below Millwood Lake.
This flood will be very similar to that of May of 1990.

the Red River Near Dekalb, Texas. at Pecan Point.
* until further notice...or until the warning is cancelled.
* At 800 AM Friday the stage was 34.2 feet.
* Major flooding is occurring and major flooding is forecast.
* Flood stage is 24 feet.
* Forecast...The river will continue rising to near 35.3 feet by
early Monday morning then begin falling.
* Impact...at 35.0 feet...near record flooding occurs. Some twenty five
thousand acres flood. All establishments and residences, including
farms and ranches, should be completely evacuated.

* At 800 AM Friday the stage was 27.0 feet.
* Moderate flooding is occurring and major flooding is forecast.
* Flood stage is 25 feet.
* Forecast...The river will continue rising to near 31.0 feet by
Tuesday morning then begin falling.
* Impact...the Highway 71 bridge closes at 27 feet. Also expect
extensive flooding between and near levee systems. This flooding
will compare to that of May of 1990.
