NOON TUESDAY.

* WIND CHILL VALUES...TO 60 BELOW.

* BLOWING SNOW...REDUCING VISIBILITY TO NEAR ZERO AT TIMES.

* TIMING...VERY COLD WIND CHILLS WILL CONTINUE THROUGH NOON
TUESDAY. WEST WINDS ARE EXPECTED TO INCREASE TODAY AND BECOME
VERY STRONG MONDAY. THESE STRONG WINDS WILL CAUSE BLOWING SNOW
